Alternate Route Weekly Update

Bajadock: In our weekly post during year four of disussion on an alternative route to circumvent another potential landslide collapse of the Ensenada Scenic Highway(28 Dec 2013 disaster), the Ensenada Chamber of Commerce, CANACINTRA, provides their opinion.  The shorter emergency route(orange route above) is favored over the alternative route(amber route above) because of cost and time involved.


Facing the risk that the Tijuana-Ensenada Scenic Highway will collapse again, it is necessary to build the so-called emergency road, a six-kilometer stretch that would connect the Scenic Highway with the Free Tijuana-Ensenada highway, said Canacintra leader Jorge Cortés Ríos.

He affirmed that although the Federal Government has announced the construction of an alternative highway that would go from Bajamar to El Sauzal, it is a work that would have a cost of two thousand million pesos and that it is not even known when it would end.

We do not oppose the construction of an alternative highway, but building the so-called emergency road would cost a maximum of 240 million pesos and could be done in a few months, emphasized the president of the Ensenada delegation of the National Chamber of Industry The transformation.

SCT skepticism
He added that there is skepticism towards the Ministry of Communications and Transportation, because it has decades in the construction of Ensenada Libramiento and suddenly announces that it would build a new highway of 24 kilometers in a couple of years.
He pointed out that the so-called emergency roadway would allow vehicle traffic to be resolved in the event of a collapse in the fault zone of the Tijuana-Ensenada scenic highway and is a practical and very economical measure compared to what will cost the alternate highway.


Alternate Route Weekly Announcement

Bajadock: With increased reporting of new cracks in the Ensenada toll road, the new humps and bumps experienced by regular drivers like me and pressure from Ensenada business groups, there seems to be a weekly announcement about “planning” of the  proposed alternate route at Bajamar.  We are on year four of “planning” since this route was first discussed after the landslide collapse of 28 Dec 2013 that closed the highway for more than a year.

Above map taken from AFNTijuana.info 2014 and added my color markings for orientation(map is skewed approx 45 degrees counterclockwise from North).  Somehow, my mind has missed any reporting on the orange “emergency route”, or maybe I’m the confused one ?  The amber route from Bajamar to Rancho Bonito is the Ruta Alterna that is being discussed to death.

And where the heck is the money for all of these projects, along with fixing the moonscape of Hwy 1 in South Ensenada and the rest of the pothole warzone throughout Ensenada?  Fun.


The plan to provide Ensenada with an alternative route to the Tijuana-Ensenada scenic highway, has made significant progress; Working with the negotiations to guarantee the right of way and adjustments were made based on different studies carried out by the UNAM, said Alfonso Padrés Pesqueira.

The director of the SCT Baja California Center indicated that the portfolio of programs and projects belonging to the investment unit of the Ministry of Finance and Public Credit (SHCP) is currently in the process of being processed.
He commented that the Cost Benefit Study of the Directorate General for Road Development is under evaluation and was integrated into the SHCP for review.

Regarding the Manifestation of Environmental Impact (MIA), he recalled that he was admitted in November of 2016.

However, he said, the evaluation procedure is currently suspended because additional information was required.
It also specified that the procedure for land use change (Land Use Coefficient) can not be initiated until the MIA procedure and approval is completed.

He recalled that the route Ensenada-Bajamar-Entonque El Sauzal, is planned with a crown width of 22 meters, and an average vehicle capacity of 8 thousand vehicles per day is estimated.

24.6 km stretch
The federal official recalled that the length of the stretch will be 24.6 kilometers with a period of execution of 24 months and an investment of 1 750 million pesos.
Alfonso Padrés said that the project of the work includes drainage works, three junctions (Bajamar, Cuesta del Tigre and Santa Anita).
“In January of 2015 the results of the geotechnical study prepared by the National Autonomous University of Mexico (UNAM) were received.
As a result, he said, there will be a modification of the horizontal alignment of the length, in two kilometers, and even the necessary adjustments have been made.

Ensenada Alternative Road Approved

Bajadock: The alternate road has been in discussion/planning stage ever since December 28, 2013 Highway 1 collapse.  Green route that is now a dirt road approximates the new alertanative road plan.  


MEXICO CITY. – Despite the adverse economic environment and as a sign of commitment by the government of President Enrique Peña Nieto with Baja California, the Secretariat of Communications and Transportation will build an alternate route to the area of landslides scenic highway Tijuana-Ensenada.

This was announced by the federal Congresswoman Nancy Sánchez Arredondo, after recently meeting with Undersecretary of Infrastructure of that federal agency, Oscar Raul Callejo Ortiz, who confirmed that the budget allocated for this work to be initiated at the end of the first quarter of 2017, is about 2 billion pesos.

This new road should be completed before the end of the current federal administration, will ensure the safety of motorists traveling this important tourist route, which is seriously affected by being located in a highly seismic zone.

“Ensenada can not be held incommunicado and their development can be throttled, so that the Government of the Republic and the President himself Peña Nieto, attentive to this region of the country where the economy is growing and therefore requires safer roads, instructed the SCT to consider this important work in the course of next year, “he said.

The federal lawmaker said that according to the already authorized executive project, the alternative route will consist of a length of 23 kilometers and will cost 2 billion pesos, resources that will be funded by the National Infrastructure Fund.

According to the project, the route of the road as is currently be suspended at the height of Bajamar, where you have to turn left and surround the Cerro del Tigre to go to Ensenada.

As will be recalled, the December 28, 2013, a stretch of about 100 meters from the scenic road to Ensenada, collapsed as a result of fractures in this way, being in a seismic zone, and runoff water generated by heavy rains that season.

The road remained closed for almost a year for repair in a total length of 400 meters, in which about one billion pesos were invested, but various sectors and local authorities demanded the construction of an alternative way to consider this route as great danger to motorists.

They response to that request, President Enrique Peña Nieto in accordance with the SCT, Gerardo Ruiz, arranged include the construction of the alternative pathway in the 2017 work program, Congresswoman Sánchez Arredondo said.

Wednesday, Undersecretary of the SCT and federal legislator, met with managers and entrepreneurs of the construction of Ensenada, to whom were confirmed that the budget for this great work has already been authorized and has been scheduled for the year 2017.
